Advertisement and Invitation for Bids for Construction for the La Feria Recreation Center

Sealed proposals addressed to the City Manager, City of La Feria (City), TX will be received at 2:00 P.M., August 8, 2011 at City Hall, 115 E. Commercial Ave., La Feria, TX for: Construction of a Recreation Center including parking lot, site lighting, walkways, fencing and utility connections, in accordance with the plans and specifications prepared by Megamorphosis Architecture & Interior Design, 1409 N. Stuart Place Rd., Suite D, Harlingen, TX 78552.

Specifications and bidding documents may be secured from Megamorphosis Architecture & Interior Design, 1409 N. Stuart Place Rd., Suite D, Harlingen, on or after July 22, 2011 on deposit of Fifty Dollars ($50.00) per set, which sum will be refunded, provided: (1) All documents are returned in good condition not later than 48 hours prior to the time for receiving bids; or (2) The Contractor submits a bid and all documents are returned in good condition not later than five days after bids are received.

All proposals shall be accompanied by a cashier’s or certified check upon a national or state bank in the amount of five percent (5%) of the total maximum bid price, payable without recourse to City of La Feria or a bid bond in the same amount from a reliable surety company, as a guarantee that Bidder will enter into a contract within ten days after notice of award of contract. The bid security must be enclosed in the same envelope with the bid. Bids without check or bid bond will not be considered.

The City reserves the right to reject any or all bids, or to waive any informalities in the bidding. Bids may be held by the City for sixty (60) days from August 8, 2011 for the purpose of reviewing the bids and investigation of the Bidders’ qualifications. The notice of award of contract shall be given by the City within 60 days following the opening of bids.

Bidders may modify and/or withdraw their bid any time prior to the bid opening, as long as all other requirements of the bid documents have been followed.

Any contract or contracts awarded under this Advertisement for Bids are expected to be funded in part by grants from the TX Dept. of Parks and Wildlife, TX Commission on Environmental Quality and the U.S. Dept. of Housing and Urban Development (HUD). Neither the State of Texas, nor HUD nor any of its departments, agencies or employees is or will be a party to this advertisement for bids or any resulting contract.

A non-mandatory pre-bid meeting will be held at 10:00 a.m., August 1, 2011 at La Feria City Hall.

The Contract will be awarded on the lowest bid received from the lowest responsive, responsible, qualified Bidder who submitted a completed Bid Proposal on or before 2:00 P.M., August 8, 2011 to City of La Feria, 115 E. Commercial Ave., La Feria.

Advertisement and Invitation for Bids – Home Reconstruction

The City of La Feria will receive sealed bids for the reconstruction of five homes under the City of La Feria OCC Contract No. 1001018 until 10:00 a.m. on Monday, July 11, 2011, at City Hall, 115 E. Commercial Ave., La Feria, Texas 78559, at which time bids will be publicly opened and read aloud. Bids should be addressed to City Manager Sunny K. Philip, at the above address and should include the notation “Sealed Bid” as well as the date and time of the bid opening.

Bids are invited upon the several items and quantities of work as follows:

Construction of a house as described in the plans and specs to be built at least two times on separate lots within the City.

Bidders are instructed to bid the cost of each house, keeping in mind that they may be awarded the construction of all houses. Demolition of the current houses on these lots will be completed by the City.

Contract Documents, including drawings and technical specifications are on file at City Hall (address listed above). Copies of the contract documents and instructions for bidding may be obtained from City Hall as well. Please contact Olga Oberwetter or Ben Guerrero at the City (956) 797-2261 to obtain a bid packet.

The City of La Feria reserves the right to reject any or all bids or to waive any informality in the bidding.

Bids may be held by the City of La Feria for a period not to exceed ninety (90) days from the date of the opening of the Bids for the purpose of reviewing the bids and investigating the qualification of bidders, prior to awarding of the Contract.

Bid/Contract Documents, including Drawings and Technical Specifications are on file at Sigler, Winston, Greenwood & Assoc., SWG Engineering 611 Bill Summers Intl Blvd., Weslaco, Texas.

Copies of the Bid/Contract Documents may be obtained by depositing Fifty ($ 50.00) Dollars with the engineer – Sigler, Winston, Greenwood & SWG Engineering LLC., for each set of documents obtained. The deposit will be refunded if the documents and drawings are returned in good condition within ten (10) days following the bid opening.

A bid bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of La Feria, or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age, or national origin.

The City of La Feria reserves the right to reject any or all bids, or to waive any informalities in the bidding.

Bids may be held by the City of La Feria for a period not to exceed thirty (30) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders’ qualifications prior to the contract award.

While it is not mandatory, all prospective bidders are encouraged to attend a Pre-Bid Conference at 10:00 AM, June 28, 2011, at the City Hall, City of La Feria, 115 East Commercial Avenue, La Feria, Texas.

All contractors/subcontracts that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.

Requests for Statement of Qualifications for La Feria Safe Routes to School Program

The City of La Feria is seeking Engineering and Architectural services for a Safe Routes to School Project. The Safe Routes to School Program enhances safety in and around school areas through construction designed to improve the bicycle and the pedestrian safety of school age children; encourage a healthy and active lifestyle from an early age; enable and encourage children, including those with disabilities, to walk and bicycle to school; and to facilitate projects and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity of schools.

This Safe Routes to School Project is being funded through the Texas Department of Transportation.

Statements of Qualifications (SOQ) shall be addressed to: CITY OF LA FERIA, C/O CITY MANAGER, 115 E. COMMERCIAL AVENUE, LA FERIA, TX 78559-5002.

SOQs will be received by Thursday, May 12, 2011, no later than 11:00 a.m. SOQs sent via facsimile or by electronic mail shall not be accepted. SOQs shall be submitted in an envelope sealed with tape and prominently marked on the lower left hand corner of the envelope with corresponding RFQ number and title. Overnight mail must also be properly labeled on the outside of the express envelope or package in reference to the RFQ. Any SOQ received after closing date and time will be returned to the firm unopened.
